Mandate The Select Committee on Enterprise and Small Business of the Dáil Éireann (Lower House) and the Select Committee on Enterprise and Small Business of the Seanad Éireann (Upper House) are joined to form the Joint Committee on Enterprise on Small Business. The Joint Committee considers the matters which come under the jurisdiction of the Ministry of Enterprise, Trade and Employment. In the area of international trade, the Joint Committee is appointed to consider proposals contained in any motion concerning international agreements and proposals for EU legislation and related policy issues.
Membership 15 members in total of which 11 are members of Dáil Éireann and four are members of Seanad Éireann. The members are nominated by the party whips in Dáil Éireann and by the Committee of Selection in Seanad Eireann and are appointed and discharged by way of motion to Dáil Éireann/Seanad Éireann as appropriate. Under its Orders of Reference, the Chairman must be a member of Dáil Éireann. The Joint Committee ceases to exist upon dissolution of the Dáil Éireann.
Working methods Members prepare an annual work programme relevant to its Orders of Reference. Proceedings are held in public unless so ordered by the Joint Committee. Officials from the Department of Enterprise, Trade and Employment, state agencies under its remit and other relevant Department officials are invited to meetings of the Joint Committee from time to time. Matters are followed up regularly with the umbrella Department or state agency under its remit. Matters relating to the WTO are furnished by the Department and through the Internet. The Joint Committee issues reports occasionally and may arrange to have specialized reports prepared by consultants working on its behalf or by members of the Joint Committee.
Relations with other parliamentary bodies Under the Orders of Reference of the Joint Committee, all Committee activities are directed towards the preparation of a report to the Houses. Typically, a Committee is required under its Orders of Reference to report opinions on matters falling within its remit for the information and assistance of the Houses.
Relations with external bodies The Committee works closely with the Department of Enterprise, Trade and Employment and the Minister for Enterprise, Trade and Employment. The Minister for Enterprise, Trade and Employment (or a minister or minister of State nominated in his/her stead) is entitled to vote. The Committee may also invite representatives of NGOs to its meetings. The Committee undertakes bilateral visits to other parliaments and meets with the relevant committees during the visit. The Joint Committee attends international conferences regularly and meets with other members of parliament while attending same.
Subjects dealt with The Joint Committee has published reports on the following subjects: reform of the Irish insurance market; impact of grocery multiples on the grocery and retail markets and its effects on consumers, small grocery retailers and small grocery suppliers, innovation, competition and regulation - achieving the balance, and economic impact of decentralization.
